Procurement Authority and Procurement Ability

Authority
The NRCS Supplement to the General Manual has delegated procurement
authority (DPA) of $500 for a single purchase to each NRCS employee. Some
people, based upon need, have been delegated a higher authority. There are two
individuals in the state who are warranted Contracting Officers who handle
procurements over micro-purchase limit. If you have a need to procure something
over your DPA, you need to contact someone who has the procurement authority to
make that purchase that will follow proper procurement procedures. During tight
budget situations, management can implement an additional approval process to
limit discretionary spending.
Procurement
Ability
Some employees have been trained in procurement and have been given a
purchase card (VISA). Except for the warranted Contracting Officers, all
purchase cardholders have the procurement ability to make purchases up to their
stated limit. DO NOT SPLIT PURCHASES TO AVOID THESE LIMITS.
