Procurement Thresholds

$2,500 and under

A purchase in this category is called a micro-purchase.  For a micro-purchase, we only have to get a quote from one supplier/contractor.  If we can determine that that quote is fair and reasonable, then we can go with that quote without further competition.  If we cannot determine that the quote is fair and reasonable, then we need to obtain further quotes to be able to make that determination.  Davis-Bacon Wage Rates do not apply.  The only caveat to this information is that for construction, the micro-purchase threshold is $2,000, at which point Davis Bacon Wage Rates apply. 

$2,500 - $25,000

A purchase in this category is called a simplified acquisition (That just means that this process is easier than formal contracting).  In this range, we need to get three quotes for the work.  We will send out a formal Request For Quotations giving the quoters ample time to respond.  Send the following items to the Contracting Officer to begin the procurement process:

1.                    Statement of Work
2.                    Design Specifications
3.                    Drawings
4.                    List of Interested Local Quoters
5.                    Cost Estimate

$25,000 - $100,000

A purchase in this category is also called a simplified acquisition.  However, in this range, we have to advertise online in FedBizOpps for a minimum of 15 days.  For bigger, more complex jobs, an advertisement period of 30 days is recommended.  We will issue a Request For Quotations after the advertisement period allowing ample time for quoters to respond.  Send the following items to the Contracting Officer to begin the procurement process:

1.        Statement of Work
2.        Design Specifications
3.        Drawings
4.        List of Interested Local Quoters
5.        Cost Estimate

Over $100,000

A purchase in this category will fall under formal bidding procedures.  In this range, we have to advertise online in FedBizOpps for a minimum of 15 days.  For bigger, more complex jobs, an advertisement period of 30 days is recommended.  After the advertisement period, we will post an Invitation For Bids online in FedBizOpps that will be left open for at least 30 days.  We will then have a bid opening and make the contract award to the lowest, responsive, responsible bidder.  Send the following items to the Contracting Officer to begin the procurement process:

1.                    Statement of Work
2.                    Design Specifications
3.                    Drawings
4.                    List of Interested Local Bidders
5.                    Cost Estimate
