Colorado Bulletin No.: CO-300-10-01

DATE:  October 20, 2009

SUBJECT:
LTP – Conservation Security Program (CSP) Audit – Deadline for Corrective Actions

TO:   All Area Conservationists
All Area Resource Conservationists for Programs
All District Conservationists with CSP Responsibilities

PURPOSE:  To remind offices of the Colorado deadline for corrective actions identified as a result of the CSP Audit conducted earlier
                  this year

EXPIRATION DATE:
  September 30, 2010

ACTION REQUIRED BY: November 6, 2009

As a result of an agreement between the Natural Resources Conservation Service (NRCS) and the USDA Office of Inspector General, all active CSP contracts were reviewed by the end of Fiscal Year (FY) 2009.

Completed “Audit Checklists” were uploaded to the national CSP SharePoint site: https://nrcs.sc.egov.usda.gov/programs/cspaudit/default.aspx.

Some of these checklists had a “No” answer on one or more of the 23 questions, and, therefore, required corrective action. Colorado Bulletin No. 300-09-07, issued May 4, 2009, set a deadline for completing corrective actions no later than November 6, 2009.

Important points:

  • Contracts needing corrective action are NOT to have FY 2010 payments approved until the corrective actions have been completed.
  • Any contract that was active in FY 2009 and was audited is subject to the corrective actions, even if the contract expired on September 30, 2009.
  • The State Conservationist must certify that all corrective actions have been completed.
Please contact Gary Finstad, Easements Coordinator, at (720) 544-2820, if you have any questions.
