NRCS Continues Its Call for Proposals Process for
WHIP in 2009

Lakewood, Colorado – The Natural Resources Conservation Service (NRCS)
recently announced that in fiscal year 2009, Colorado will again use a Call for
Proposals format to deliver funding to the Wildlife Habitat Incentives Program
(WHIP). The focus of funding will be on larger scale habitat developments that
achieve the WHIP program goal of enhancing and protecting habitats for wildlife
species experiencing significant population declines.
Written proposals will be accepted from wildlife agencies and organizations,
agricultural and environmental organizations, conservation districts, and other
appropriate organizations. These proposals must address specific project areas
that will target specific habitats and wildlife species.
“Once a proposal is selected for funding, a set of ranking criteria specific to
that proposal will be developed to rank the individual applications,” said Tim
Carney, NRCS Assistant State Conservationist for Programs, Lakewood, Colorado.
Proposals that leverage in-kind and/or financial resources to address WHIP
priorities will receive higher consideration for funding. By combining efforts
with others, NRCS expects to have a more synergistic effect on wildlife habitat
development.
All proposals MUST be reviewed and
signed by the NRCS District Conservationist, Colorado Department of Wildlife,
U.S. Fish and Wildlife-Partners for Wildlife, or Private Land Biologist before
being submitted to the NRCS State Office for funding consideration. For detailed

Proposals can be submitted in either electronic or hard copy format and are due
at the NRCS State Office by close of business
Monday, November 3, 2008. Electronic proposal submissions are
strongly encouraged and can be sent to

WHIP is a voluntary program for people who want to develop and improve wildlife
habitat primarily on private land. Through WHIP, NRCS provides both technical
assistance and a payment rate for a participant to establish and improve fish
and wildlife habitat.
