NRCS Colorado Wildlife Habitat Incentive Program (WHIP)

 

The Wildlife Habitat Incentives Program (WHIP) is a voluntary program for people who want to develop and improve wildlife habitat primarily on private land. Through WHIP, USDA's Natural Resources Conservation Service provides both technical assistance and up to 75 percent cost-share assistance to establish and improve fish and wildlife habitat. WHIP has proven to be a highly effective and widely accepted program across the country. By targeting wildlife habitat projects on all lands and aquatic areas, WHIP provides assistance to conservation minded landowners who are unable to meet the specific eligibility requirements of other USDA conservation programs. 2008 WHIP Request for Proposals

In 2008, NRCS in Colorado will again focus Wildlife Habitat Incentive Program (WHIP) funding on larger scale habitat developments that achieve the WHIP program goal of enhancing and protecting habitats for wildlife species experiencing significant population declines. We are asking for written proposals from wildlife agencies and organizations, agricultural and environmental organizations, Conservation Districts, and other appropriate organizations for specific project areas that will target specific habitats and wildlife species. Proposals that leverage in-kind and/or financial resources to address WHIP priorities will be particularly attractive for funding. By combining our efforts with others we will have a more synergistic effect on wildlife habitat development. Please keep in mind that a Federal contract will still be developed with the eligible landowner for WHIP funding. We currently do not have the ability to transfer these funds to other organizations.

Proposals should address and describe all factors of the evaluation criteria. The local NRCS District Conservationist must be consulted and co-sign the proposal package. Proposals in either electronic or hard copy format are due at the NRCS State Office by close of business Friday November 2, 2007. Electronic proposal submissions are encouraged.
